Lists every app hotkey with its live status, in declaration order, for
cheat sheets and settings screens. App hotkeys whose components have not
mounted are `'inactive'`; those without a hotkey are `'unbound'`.

## Returns

`AppHotkeyListItem`\<`AppHotkey`\<`string`, `HotkeyChord` \| `HotkeySequence` \| `null`\>\>[]
